The Demise of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are released from multiple capitals. Considerable effort is allocated on restraining particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is able to track rocket firings from across the border, a ability afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, probably delivered by Western nations. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly gives way to sober acceptance: perhaps the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and further power outages.

Persistent Threats

Not long after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a rapid response unit – most likely imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.

Intermittently, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are demonstrably unable to replace in the immediate future.

Ineffective Peace Efforts

The 28-point plan from Washington provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This trend will, certainly, persist.

Tactical Assessments

It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington functions according to a premise understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is unrealistic to compel Moscow to relinquish the areas that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, Washington does little to deter Moscow, through words or deeds, from believing that the situation will not evolve additionally in its benefit in the coming year.

Divergent Views

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a total frontline collapse until conditions improve in its benefit.

Present Conditions

Realistically, there are no genuine requirements for a armistice. Now, personal considerations are becoming relevant: personal goals to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are driving the talks.

Summary and Prospects

It took a mere seven days to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all served their function.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
