English Councils Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a recent poll of municipal councils, English councils are planning to offload social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in the UK reported that 60% of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for selling public land and open spaces to shore up their finances, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

The group noted that a significant number of councils attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would prioritise service redesigns and utilising savings to weather growing financial challenges.”

Detailed Examples of Proposed Sales

Medway Council in southeast England said its property management strategy featured the disposal of a retail complex in Rainham and a social club in Rochester to raise £20m over five years.

  • Gillingham golf club and business parks held in two English counties, which all generate rent for the authority, will additionally be sold under the strategy.

Local Levy Rises and Wider Fiscal Pressures

This research of councils in the coalition, which covers several urban centers, also found that more than 70% of councils will have to increase local levies next spring to address the rising cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council explained it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to achieve both improved services and cost efficiency,” stated Vince Maple.

He added: “We face demographic pressures which will persist to increase the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

A survey of regional authorities this week further found local finances being stretched by the increasing figures of young people and older individuals needing Send support.

A network of councils said that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a white paper setting out those changes was recently delayed.

Disadvantage and Funding Gaps

According to the latest indices of deprivation (IMD) for UK local authorities, many participating urban areas were among the most disadvantaged in the country.

  • “Member cities like several major towns rank in the top 30 across the country under the latest deprivation indices,” noted the report.

“Although only a single urban area is among the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The data underscores the scale of difficulties facing local leaders across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of disadvantage and need,” said a council leader.

“Without this, councils will persist to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their residents.”

One in five of councils have reduced or weakened care services in the last year, the survey revealed.
